DICKINSON COUNTY, Ia. – PPM Energy, Clipper Windpower, Alliant Energy, GE, Dickinson County and the Iowa Lakeside Laboratory hosted a ceremony July 21 to dedicate the Flying Cloud Wind Power Plant. The Honorable Governor Tom Vilsack was the keynote speaker at the event and proclaimed July 19-25 “Iowa Wind Energy Week.”

Located in northwestern Iowa, power generated by the 44-megawatt (MW) project is delivered into a long-term agreement to Interstate Power & Light Company, a wholly-owned subsidiary of Alliant Energy.  The project is owned by PPM Energy, was developed by Clipper Windpower and is operated by GE Energy. The project is expected to produce enough clean, wind energy to annually power about 20,000 average Iowa homes. 

Following the ribbon-cutting, the festivities included tours of the 2,600-acre site and an array of learning opportunities at the Iowa Lakeside Laboratory on the shores of West Okoboji Lake. The U.S. Department of Energy’s National Renewable Energy Laboratory’s outreach van displayed the nation’s latest wind research and provided hands-on activities for guests to learn about wind energy.

PPM Energy, a unit of ScottishPower (NYSE: SPI), has a portfolio of more than 830 MW of wind power currently in operation in seven states.  PPM has a goal of bringing 2,000 MW of new wind power to market by 2010.  PPM balances its supply portfolio with sales to wholesale customers, placing almost all of its output in long-term contracts.  Major customers include the cities of Seattle, Sacramento, Pasadena, Anaheim as well as investor-owned utilities such as Alliant Energy and Xcel Energy.  PPM also has about 800 MW of clean gas resources under its control to give customers a wide range of options for adding environmentally responsible energy to their portfolios.  The American Wind Energy Association honored PPM with its “Market Maker of the Year” award for aggressively finding markets for wind power.

Clipper was established in 2000 by Jim and Brent Dehlsen who along with other members of senior management have extensive experience in both wind energy project development and wind turbine technology. Clipper has formed two wind power projects totally 206 MW and has an additional 1100 MW of projects planned through 2007. The Company has received over $11 million in grants from the U.S. Department of Energy and the California Energy Commission for development of advanced wind turbine technology.
